Too many people have been taught that we live in a democracy and they believe it - meaning that the majority rules and all elected officials are bound to the majority opinions of their constituents. But anyone who has read the Constitution or the Federalist Papers knows that we live in a Compound Republic - which means that elected officials are supposed to represent the best interests of their constituents, taking in all sides of an argument, accounting for unintended consequences, exposing faults in the written legislation, and accounting best for which level of government actually has the responsibility to pass such legislation. Herein lies the conflict and difference. Those who have a functioning knowledge of the system will know that conscience plays an equal role with constituent desires in any decision-making for an elected official - including those within party leadership.
